How Move-In Costs Work in New Zealand
When securing a rental property in New Zealand, tenants face several upfront costs. The two largest components are the Tenancy Bond and Rent in Advance. Understanding these costs helps you budget effectively and avoid surprises on signing day.

1. The Tenancy Bond
This is money held by Tenancy Services as security. It covers unpaid rent, damage to the property, or claims relating to the tenancy. The maximum bond a landlord can charge is equivalent to 4 weeks' rent.
2. Rent in Advance
Landlords can ask for up to 2 weeks' rent in advance. This is not a "deposit" or "fee"—it is simply your first rental payment. You don't pay rent again until this period is used up.

Letting Fees are Illegal
Since 2018, landlords and agents cannot charge tenants a letting fee (a fee for granting the tenancy).
Lodging the Bond
Your landlord must lodge your bond with Tenancy Services within 23 working days of receiving it. You should receive a receipt/letter confirming this.
Rent Increases
Rent can usually only be increased once every 12 months, and landlords must give proper notice (usually 60 days).
Boarding Houses
Rules are slightly different for boarding houses. The bond maximum is still 4 weeks, but notice periods can differ.

What is the absolute maximum bond I can be charged?
The absolute maximum is the equivalent of 4 weeks' rent. If your rent is $500/week, the max bond is $2,000. Landlords cannot charge more than this for any reason (e.g., pets).
Can a landlord ask for "pet bond"?
No. The 4-week bond limit is the total maximum. Using a "pet bond" to exceed this 4-week limit is unlawful. However, landlords can add clauses to the agreement requiring carpet cleaning if pets are allowed.
Is "key money" legal in NZ?
Generally, no. Key money (money paid for the privilege of being granted a tenancy) is illegal. However, reasonable costs for keys, remote controls, or security cards can be charged if they are replacements.
How do I pay the bond?
You normally pay the bond to your landlord. They must then pay it to Tenancy Services within 23 working days. You can also pay Tenancy Services directly if your landlord agrees to offer that option (using the Bond Lodgement form).
Can I use my bond for the last weeks of rent?
No, unless the landlord specifically agrees to it. The bond is for security against damage or unpaid costs *after* the tenancy ends. You should pay your rent until the final day.
What happens if I break the lease early?
In a fixed-term tenancy, you cannot just notice and leave unless the landlord agrees. You may be liable for "reasonable costs" to find a new tenant and rent until a new tenant is found.
Do I get interest on my bond?
No. Tenancy Services holds the money, but interest is used to fund the administration of the service. Neither the tenant nor the landlord receives interest on the bond.
How much rent in advance is normal?
Most landlords ask for 1 or 2 weeks. The legal maximum is 2 weeks. Asking for "first month's rent" in advance is only legal if it equals 2 weeks or less (which is rarely the case), or if you agree to pay monthly and the landlord accepts that frequency.
What if I have flatmates?
If all flatmates sign the tenancy agreement, you are "jointly and severally liable". This means the landlord can ask any one of you for the full rent or bond. It is smart to have a specific "flat-sharing agreement" between yourselves to manage bond splits.
How long does a bond refund take?
If both the landlord and tenant sign the refund form and send it to Tenancy Services, it is usually processed within 5 working days. If there is a dispute, it takes much longer (weeks or months).
